People are protesting because of false promises of politicians – Malwatte Mahanayake says

The leaders of the new Alliance , United National Front led by the UNP met the Mahanayakes of the Malwatte and Asgiriya chapters yesterday (15) to receive their blessings. The Malwatte Mahanayake who met them ,regretted that it is because politicians are giving false promises that people are compelled to protest .
Leader of the UNP and opposition was accompanied by the leaders of the constituent parties , SLFP (M) leader Mangala Samaraweera, SLMC leader Rauff Hakeem , Deputy Leader and Gen secretary of the UNP Karu Jayasooriya and Rauff Hakeem respectively, and others .Mr. Wickremesinghe explained to the Mahanayakes that the new Alliance was formed to save the country and march forward uniting all the people and safeguard Democracy.

The Malwatte Mahanayake said , a strong opposition is vital if Democracy is to flourish. The Mahanayake agreed that the Executive Presidency does not suit SL , when Mr. Wickremesinghe told him that in their UNF program , abolition of Executive Presidency claims priority . The PC system is also being used to give jobs to political stooges, not for the benefit of the people , he lamented.

At SLFP convention , the crowds want President to prematurely terminate his Presidency -to send him home

the SLFP convention november (15) , despite the President and his Govt. making a big din earlier that an announcement will be made at the convention ,whether the Govt. will hold the Presidential or the Gen. elections, deliberately avoided making the announcement. This is because it is scared about elections . The Govt. is a bundle of confusion particularly after hearing that Gen. Fonseka is a likely common candidate of the Opposition for the next Presidential elections, he added.
Instead of talking about holding elections and when , the President asked those present whether they want Presidential or General elections first ? . The entire crowd shouted in unison they wanted the Presidential elections first. In other words , his own SLFP ers are eager to send him home ahead of two years , Karunatileke noted . The President’s term ends in 2011, but his supporters want him to quit two years earlier , perhaps they are themselves disgusted of his reign , he pinpointed.

Wont all the people , let alone SLFP supporters, get disgusted of this Govt. which had only subsisted so long on feeding the people with false promises and lies, he asserted. At Presidential elections it promised the sun and the moon . When there was a public outcry against Govt.’s false promises , it blamed on the war and wanted the suffering and struggling masses to wait for the war to be over . Now, over six months have elapsed since the war was over , but the Govt. having no solutions now, is stifling the public and workers’ protests by inflicting violence on those participating in Trade union actions . Already , trade union action has been resorted to by workers of four main State Institutions , the CPC , the CEB, the Ports Authority and the Water Board . The govt. instead of meeting the Unionists and resolving the issues , it is using its thugs and violence to intimidate them into submission . In the end it is the public who are inconvenienced , he observed.

SL’s corruption explosion worse than volcanic eruption -97th in corruption perception index

The latest corruption Perception index (CPI) published in the Transparency Int. (TI) annual report has placed SL in the 97th position out of 180 countries . In other words , SL ‘s corruption eruption has become worse than last year when it was placed in the 92nd slot.
The TI director Weliammuna expressed deep regret over the situation because SL has never cared to take any steps to eradicate corruption. Half of the Parliament are Ministers , so when attempts are made to address this issue there is a conflict of interests. Among the five remedial proposals suggested was first, to strengthen Parliament. Second, the right to information of the public on public finance or expenditure being stifled militates against combating corruption. Third, from the highest to the lowest there is no political will to stamp out this menace. Fourth , the harsh controlling of media freedom , whereby people have no voice. Fifth, integration of public Institutions must be improved ., Weliammuna pinpointed.

Gen. Fonseka the true war hero is now being called a villain by this villainous Govt. of cardboard heroes – Dayasiri Jayasekera

UNP M.P. Dayasiri Jayasekera addressing a meeting at Panadura, stated , this is a Govt. which after celebrating General Sarath Fonseka as a War Hero soon after winning the war , is now calling him a traitor. This is because the Govt.
has lost its right senses and its memory after the raging rumors that Gen . Fonseka is going to contest the President at the next Presidential elections. The Govt. and the President have become so jittery that the President is now frightened even to make an announcement about the Presidential elections . After talking about Presidential elections for many months before Gen. Fonseka’s rumor erupted, the President is slinking now so much so that he has developed a phobia for the elections. He is dumbfounded.

The President has therefore launched on another option to malign Gen. Fonseka as a traitor . Like how the promises he made in the Mahinda Chintana at last Presidential elections and forgot them after winning ; The President who extolled the Army Commander Fonseka when the latter led the Forces to victory , has forgotten him and the victory , and in a sudden morbid megalomaniac affliction, making his Govt. to call General Fonseka a traitor, he observed.

Govt. so desperate , Media Minister invites UNP ers to join it and prop it

While the President Rajapakse is now a bundle of confusion following the sudden change of events in the political scenario after the media began splashing news that General Sarath Fonseka is coming forward as the common candidate for the next Presidential elections , the information and media Minister Anura Priyadharshana Yapa yesterday (19) at a Cabinet news briefing made an announcement which further underscored the desperation of the Govt., when he invited the UNPers to join the Govt.
Even now the Govt. is mostly run by the UNP ers who were enticed by the Govt. two years ago, and are now holding important portfolios in the Govt.

It is the consensus of all that the President has got so shaken that he is unable to announce whether it is the General or Presidential elections which will be held first , even after the Govt. Ministers openly stated the President will make an announcement on elections at the SLFP convention held last 15th.

The beleaguered Govt. is looking for desperate remedies for its desperate problems.

As Govt. gets increasingly jittery over elections, Opposition gets increasingly stronger and makes headway

SLFP (M) Leader Mangala Samaraweera addressing a weekly news conference yesterday (20) said, the Opposition political parties are making headway in view of the elections regardless of whether it is the Presidential or General elections which will be held first .
The President and the Govt. who were so vociferous about elections have however undergone a sudden turn about, and are dumbfounded now. . The President has made so many promises on this , but like his election promises which never realize , he is going on postponing about the election announcement, he added.

The President is exploiting the valor of our war Heroes and the victory they won to glorify himself. All what is seen on the Roads now are only the portraits and Hoardings of the President . The War heroes are obliterated . It is not a shameless thing for this Govt. which is accustomed to forgetting its election promises and pledges after winning elections ,to forget the War heroes after they have sacrificed and won the war for the country , he noted.

The UNF will announce its common candidate after the Govt. announces about the Presidential elections , Samaraweera asserted.

Gen. Fonseka speaks out his heart and mind – victory won by Forces none else can rob that credit

General Sarath Fonseka who retired last week from the post of Chief of Defense staff, in a letter to the security Forces personnel had categorically stated that credit for war victory shall belong to the Forces and himself, and none other. ‘No matter what insults are poured on us by interested quarters to undermine our victory, and our efforts to liberate the motherland, we are the real victors’, he emphasized
Speaking out his heart and mind, he said his security was reduced to 25 notwithstanding his request for hundred in the face of the dire threats he is facing as a war hero. I have been asked from the top to quit the official residence . In my attempts to find suitable accommodation, I had been pushed out. This is the eventual plight we are plunged into who made supreme sacrifices for the motherland.
All of you maintained your dignity and fought as Professional soldiers. The Army maintained these qualities without relenting... No one should be allowed to insult the Army or politicize it, the letter added...
General Fonseka , had also clearly stated in the letter that he would commit himself to restoring Democracy , social justice, and ethnic harmony in SL despite the many obstacles he may confront in the process.

It is the poor who will be worst affected by SL’s economic collapse –IMF

The Managing Director of the IMF said, no matter who says what about the wrongs and what is happening in SL, right now , if SL ‘s economy collapses , it is the poor who will suffer most as they are the most vulnerable in SL’s economic policies and programs.
He was answering a question raised regarding his opinion on the human rights situation. and whether IMF will release funds irrespective of human rights violations.

President sheds his fears at last and makes Presidential election announcement

The long awaited announcement on elections was at last made by the President Mahinda Rajapakse yesterday evening (23). The President and the Govt. had been giving a number of promises earlier of making the announcement, but they did not materialize until yesterday. The opposition too kept on alleging that the President has got frightened after Gen. Fonseka insinuated that he too will be a Presidential candidate for the next Presidential elections.
The Elections Commissioner has been asked to carry out the follow up action including announcement of date for nominations and elections.

War Hero’s woe– I am treated like an outsider ;State has acted arbitrarily and capriciously – states in his FR petition

In a FR (fundamental rights) petition filed by the former Chief of Defense staff (CDS) Gen. Fonseka in the SC had complained that following his resignation from the post of CDS he is facing grave threats to his life as his security has been drastically reduced. He has cited Defense secretary Gotabaya, , the Amy and Police Chiefs , the acting Chief of Defense staff and Secretary to the President Lalith Weeratunge as the respondents.
Further , he had stated he was a victim of a LTTE suicide attack , though his life was narrowly saved. Despite the LTTE being defeated ,he is continuing to be under threats for the rest of his life much more than others , when compared with the threats faced by other military officers who retired , and politicians including Secretary to the Defense Ministry.

His present security detail of just 62 security personnel and three vehicles was a drastic reduction from what he had earlier. The General claimed that his FR had been violated , and both the defense secretary and the State had acted capriciously and arbitrarily .He also requested an interim order to provide adequate security to him until the final determination by Court.

He also asked Court to give a directive to Gotabaya to hand over the deed to the land gifted to him after he won the war, and he be provided with secured quarters.

Even those supporting Fonseka harassed

The Kotte Municipal Council (MC) which gave permission for the use of a ground to the JVP to hold its maiden rally in support of Gen. Fonseka’s candidacy for Presidency was suddenly withdrawn by the Council to the immense inconvenience and embarrassment of the Organizers.
The public rally which was scheduled for November 30th was to protest against dictatorship, nepotism and power greed.

Another Govt. Corporation enters the long list of bankrupt State Institutions

Chairman of the National Film Corporation (NFC) Dharmadasa said, the National Film Corporation is facing a fund crisis necessitating the stoppage of loans granted to film producers which enable them to cover 50% of their total costs of the film produced.
The film producers are experiencing grave difficulties . Due to this stoppage , their creative abilities are greatly impeded, he added.

Corruption continues unabated – Rs. 25 million spent to renovate VIP Bungalow

A VIP’s Bungalow in Embilipitiya had been renovated at a cost of Rs. 25.3 million early this year in flagrant violation of Govt.’s financial regulations (FR) . The Auditor General’s Dept. ad made this discovery.
Nearly one million rupees had been spent on wasteful purchases. Rs. 970, 165/- has been spent to buy grass for the overhead helipad installed in the Bungalow. Another Rs. 181,350/- has been wasted on purchase of grass which was never used.

Even in the purchase of air conditioners and household goods massive discrepancies and alleged frauds have been detected.

The AG’s Dept .added that there have been gross violations of the FR , while this project had not even been included in the UDA work plan for 2009 , a mandatory requirement when making such renovations

What Gen. De Gaulle did to save France , Gen. Fonseka can do better to save SL – Mangala Samaraweera

SLFP (M) leader Mangala Samaraweera addressing a meeting yesterday (26) at the party Headquarters said , what General De Gaulle did to France to save his country ,Gen. Sarath Fonseka can do better. He told this after disclosing that his party has agreed to support Gen. Sarath Fonseka’s candidature for the forthcoming Presidential elections 2010.
The fate of the President Rajapakse family rule is now written on the wall. The Govt. and the President who are more aware of this than anybody else are so desperate that they are running amok using violent and illegal means to harass Sarath Fonseka and those supporting him. The President and his Govt. having nothing to criticize the General who has proved beyond doubt his Honesty and integrity is alleging that if he comes to power , there will be a dictatorship . Doesn’t the President know that there is already a de facto dictatorship in the country ?. Media which exposes the Govt. malpractices and corruption are either murdered or intimidated and attacked. Opposition voices are gagged . Constitutional rights of the people are withdrawn without the mandatory constitutional Councils being appointed . The rule of law and the legal processes are improvised while the Democratic Institutions themselves are destroyed at the very foundation., Mangala pointed out.

Gen. Sarath Fonseka is common Presidential candidate – UNP decides to support him

At the UNP special Executive Committee meeting yesterday (26),UNP leader Ranil Wickremesinghe announced that the UNP has decided to support Gen. Sarath Fonseka as the common candidate for the forthcoming Presidential elections.
He therefore urged the UNP and all allied parties to support General Fonseka to the hilt at the forthcoming Presidential elections , adding that he expects every one to give of their utmost to make General Fonseka as the next President of SL.

Answering a question raised by the media about the Tamil minority interests , Ranil said , all minorities including Tamils, Muslims , Burghers will be protected and given their due place.

At a well attended press conference , UNP M.Ps including UNP deputy Leader Karu Jayasooriya , local and foreign media representatives participated.

My aim is to counter dictatorship , corruption and violence- Gen. Fonseka

Addressing the National Lawyers Association at Hotel Galadari yesterday (27) , General Sarath Fonseka said he was now in a new role as a politician and not a soldier. He emphasized that initially he had no idea of taking to politics , but the dismal state of affairs in the country made him think in the direction of politics and save the country in the same way as it was saved from the LTTE terrorists.

The General made it abundantly clear that his goals are to counter dictatorship , violence and corruption . He is contesting the upcoming Presidential election with these goals in view , and to safeguard Democracy and media rights . He therefore urged all to lend their support to him at the forthcoming elections to realize these goals.

Opposition Leader Ranil Wickremesinghe also speaking on the occasion said, the National Lawyers association is one of the oldest legal Associations, and he too was in it from inception. Several parties have today rallied round the UNP including the JVP with the sole aim of protecting the country from being plunged into doom further .General Eisenhower came to politics in the hour of his country’s need . General Fonseka has also come to politics at the crucial hour to save the country from the road to perdition under the present rulers.

Alleged arms deals frauds - All Arms deals done by Lanka logistics Co. – Gotabaya is its Chairman

Gen . Fonseka when discussing with an English newspaper recently categorically stated that the Govt. is doing everything possible to make him most vulnerable to attacks from the enemies whom he destroyed to save the country .Hence, if any harm befalls him , the President will be fully and directly responsible.

The Govt. is on a witch hunt against me because I am contesting the forthcoming Presidential elections . My security had been reduced drastically from 600 to 25 . The Govt. must understand that I am having enemies including those of the Govt. The recent Kelaniya Temple episode is ample testimony. Thugs , drug addicts and hooligans were hired in an attempt to insult and intimidate me. I hope the people will carefully watch over these dangers .

At question time , answering questions regarding frauds in the Arms purchases, he went on to explain that all Army procurement deals were done through a Company , Lanka Logistics , of which the Chairman is none other than Defense Secretary Gotabaya Rajapakse . All money deals and transactions were done by them. All payment authorizations were also done by them. We only looked into the technical aspects of procurements . If there is going to be an investigation into this , if they give me an opportunity I will also help them catch the culprits , he added

UPFA starts Presidential election campaign on bad omen – Pillayan refuses support for Mahinda accused of false promises as always

Even before the Presidential elections campaign had got into full swing , (although President’s photos are of course ubiquitous ) the UPFA , the ruling party had got stuck in the mud with its Eastern province Ally , the TMVP, the largest Tamil political party in the East categorically stating that it will not extend its support to President Rajapakse at the upcoming Presidential elections.

13 of the 15 members of the politburo of the TMVP led by Pillayan had taken this decision after three long hours of deliberation at its meeting held on the 27th. Their grouse is that the President has not fulfilled the promises of giving jobs to the people in the East , and the Chief Minister Pillayan has not been allowed to do any development work there .

Health Ministry bungling, Health Minister dozing, patients dying – whither SL’s national health?

Never in the history of SL has the national health sector been plunged into such an abysmal mess. Hitherto unheard complaints of sub standard drugs, outdated drugs, injection vials containing glass pieces and rubber; and to add to the confusion, diseases unheard in SL are all raging now: swine flu and so forth.

It is a cruel irony that it is while SL ‘s Health Ministry is headed by a Minister who is the Head of the World Health Organization (WHO) that the country is faced with the worst health hazards and disasters claiming even lives of innocent children , some in the prime of their lives .

The latest in the series of death , disease and disaster inundating the Health sector is the contracting of A/H1n1 virus by five Doctors of the Karapitiya teaching Hospital ICU. These doctors have fallen victims because they have not been provided with the necessary masks by the Health authorities despite their complaining of this shortage earlier. They have also complained about the lack of a separate ward for treatment .

The Doctors have warned that if remedial action is not taken they would refrain from working

Gen.Sarath Fonseka press confferance

I am winning..! Gen. Fonseka exudes with self confidence –answers calmly before 300 media personnel

(Lanka-e-News, Nov.29, 2009, 10.00PM Second edition Nov.30, 11.45AM)

Q.
Are you entering politics ?
A
Yes.

Q.
Are you contesting the Presidential elections?
A
Yes. All Opposition parties are wishing that I contest as common candidate.

Q
Will you win ?
A
Yes. I shall win.

The General Sarath Fonseka making his maiden speech to the media at the JAIC Hilton Hotel on 29th, made an official announcement that he is the Opposition common Presidential candidate for the upcoming Presidential elections while answering the questions posed by the media.

Making an official announcement to all citizens of SL, he stated thus; I, Gardhihewage Sarath Chandralal Fonseka under section 31 of Chapter 7 of the constitution of the Democratic republic of SL hereby announce that I shall be the Presidential candidate for the Presidential elections to be held on 26th January 2010 under a registered democratic party with the symbol ‘Swan’in accordance with the laws of the country.

What I ask from the people is to give me a mandate to introduce good governance. Give me an opportunity to abolish the Executive presidency which brought doom to this country. I have no need to be a President who rides on the backs of the people and spend my time continuing to do evil giving false promises as President, while forgetting the expectations of the people. I totally condemn that attitude. The Executive Presidency shall be revoked. People cannot expect any benefit from a despotic President

Hereunder are the answers furnished by the General to questions posed to him by the media.

Q.
What is your symbol for the Presidential elections?
A
My election symbol is Swan. It is a creature which is intelligent and can distinguish water from milk.
Q.
What is the solution you have for the Tamil speaking population
A
This is a question no politician had been able to give a clear answer for years. Dont forget I have resigned the Army just ten days ago. I am not a PhD in History. T he 13th amendment which should provide the answer ought to be amended according to the current times. By discussion with all a solution should be sought. The political parties with me are vigilant about this. As I said earlier a solution shall be found through the Parliament which is answerable to the people..My personal view is the majority should provide protection to the minorities. Their political aspirations shall be fulfilled. The demnds of the majority should not harm the minority and vice versa.
Q.
The Govt. is accusing that those who funded the LTTE earlier re now funding you?
A
I am a an individual drawing a pension of Rs. 50,000/-. Out of this amount I cannot carry on my election campaign, you must be aware. Many are helping me financially..Businessmen, people and even small children are helping me. If the LTTE are helping, it is not because of the war, it is because of the programs we have envisaged. If the LTTE are helping therefore, they are welcome.

Q.
What are your plans to safeguard the Tamils’ rights?
A
I answered this before. There is no need of any arguments on this. The constitution provides rights to the minorities. If those constitutional provisions are followed, there shall be no problem.

Q.
What is your idea about the private sector participation for economic resurgence?
A
The private sector is the backbone of the economy.
You cant develop the country neglecting them.
They must be allowed to acrry on their trade freely and independently. When the Govt. intervenes, corruption, bribery etc. rage. You can see this for yourself now.

Q
Will you go to the North for the elections?
A
I am eager to met them if the Govt. provides adequate security.

Q.
After you are elected ,what will you do with those who switch from party to party?
A
This type of selfish politics ought to be changed. T hat culture shall be changed. After the Parliamentary elections laws should be passed to preclude this.

Q.
Mangala Samaraweera who is assisting you today, criticized you earlier .
A
Yes, he said, I am not fit even to be in the Salvation Army. When in the Opposition, it is the practice to criticize the Govt.’s ways. That time I was in the Govt. Others are private reasons. But, now we are together to solve far more important country’s general problems. Today, we are good friends.

Q
What have you to say about the assassination of Sunday Leader editor, Lasantha Wickremetunge ?
A
Not only Lasantha Wickremetunge murder, they are responsible for failure to implement the laws duly, earlier and now. It is no point their pointing an accusing finger at me. I was following the discipline as an Army officer. I had no association with the underworld. Neither did I take a pistol or club and display chandi tactics on the roads. If I am elected I shall hold impartial inquiries into these and mete out punishment. It is useless their making accusations against others without evidence.

Q
How is India’s relationship with you?
A
I have an excellent relationship with India. When I first joined the Army as a second Lieutenant, it is to India I went for training. I have undergone training in India on several occasions. I greatly respect the Indian culture. I also love Indian music. In my school days I had a great desire to see Indian films. India is our special neighbor.

Q
What are you going to do about the waste of public funds on Flyovers which are below standard? How are you going to get back those funds?
A
Those responsible shall be subject to the maximum punishment. Measures shall be adopted to avoid such things happening again. The Govt. should recover the funds from those who caused this. Frauds in public funds shall be stopped once and for all.

Q. What is your reply to those foreign countries which make accusations about SL war crimes?
A
We fought the war observing discipline most scrupulously. However, if anyone is saying that the war was conducted wrongly, we shall hold an inquiry.

Q
What is your view on the ‘Mathata thitha’?
A
A Nation cannot progress while being drunk. But, there is also a good side to intoxication. It is okay for parties. But, heroin and drugs shall be eradicated. The future generation must be saved. Those who are trafficking in them must be punished.

If the country go on wrong path I am ready to correct it leaving behind my uniform -General Fonseka

Is the motherland going to be destroyed? I will involve changing the dire situation’ said the Former Army Commander General Sarath Fonseka on Sunday (25) in Washington. He said this while he was visiting the Buddhist temple in Washington.

The Sri Lankan ambassador to the US Jaliya Wickramasooriya and the Defence attache Maj. General Samantha Sooriyabandara abstained from the event. The Chief monk Maharagama Dharmasiri Thero gave the blessings to the former army chief General Fonseka.

" Most of the people are talking about our victory these days. In the last 10 days of the war, we lost more than 5,000 soldiers to the Tigers. If they didn't sacrifice their lives, this war would not have ended. We must first salute the martyrdom of those war heroes," General Fonseka said at the temple.

"Now the war is over, Tamil people must be given freedom to live. We should not contribute towards creating a situation that can give birth to another Prabhakaran. We should not allow the country to go on the wrong path. If this happens I am ready to correct the path leaving behind my uniform" he further said.

Hundreds of people gathered at the Vihara welcomed General Saratha Fonseka's comments with the loud applause.

During his visit to the USA he will be meeting his two Daughters who are currently pursuing higher studies in the US.

Full text of speech of General Fonseka in Washington DC

The following is a text of the speech of Chief of Defense staff Sarath Fonseka made at Washington Vihara on the 25th of October.

This is the first speech of mine in a Temple. If I have made any mistake, please pardon me. I made it abundantly clear to Ven. Dharmasiri Nayake Thero on what happened in the past, and what ought to happen in the future.

When I came to America last time, some of you here must have been there on that occasion too. We gave a solemn promise last year that by 2009, we will finish the war. We are happy that we are here on this occasion after finishing the war. We gave the promise that we will eradicate the terrorists and liberate the country to give the citizens a life of security.

We toiled and sacrificed a lot for this victory. This was not a victory won simply and easily. We sweated a lot. We made a lot of valorous efforts for this. As the Ven. Thero says, some are trying to show that this victory was easily gotten and share its credit. Those who know how the victory was secured, I think are only those who participated in the action, as to how we suffered to earn that victory, specially the Army. Though I am serving all three Forces now, I will be failing in duty, if I don’t speak of the supreme sacrifices made by Army in this victory.

5200 died from the Army and 28,000 were maimed in the course to victory. As a commanding Officer of the Army, we owe a debt to these soldiers. But for their sacrifices this war would not have been won.
During that period about one lakh recruits joined the Army. If they have not joined, perhaps we would still be in Vavuniya. We couldn’t have progressed further. The People’s support nad their blessings were with us. This is why so many joined the Army. Of those recruits, there are 80, 000 of them still with us. 20,000 would have gone away without leave. But for such co operation, however skilful we may be as Army Generals or politicians, this victory could not have been achieved. Even before we had need to recruit soldiers, yet not even 3000 soldiers could not be recruited for a year. However, at the right circumstances, 40,000 soldiers joined. I think that was also a great victory.
By this victory, we do not expect to jubilate and celebrate for ever because Prabhakaran died. There was no Prabhakaran earlier. Prabhakaran emerged only 30 yars ago. Those Sri Lankans who have forgotten the origins may forget the amount of toils, sufferings and sacrifices we made during these 30 years, the future generations, I am sure will meet Prabhakarans.

Hence, I accept what the Nayake Thero said, all must stand united. Building unity is important. If everyone of us contribute to this in their own way honestly from wherever they are, the unity can be accomplished, and carried forward. If that happens, this country can be saved.

But, we can see for ourselves in some instances, some of those in Colombo, have already started speaking as though this victory was won like in a sweep draw. They are also people with responsibilities in the country. If they also understand. in the future, the difficulties and hardships though which this war was won, it will do a great deal of good.

We will perform our tasks duly in respect of the future duties. Uniformed generals will not always be in uniform. I have been in the Army four years beyond my pension age. But. I don’t think everything has been fulfilled. Just because Prabhakaran died, that does not mean there is 100% security in the country.

The IDPs should be re settled with the assistance of the Forces making sure that this scourge does not become contagious again. In the people’s refugee camps, there are thousands of terrorists. If only these terrorists are identified and arrested, and the Civilians are isolated and re settled, there can be a certainty and contentment that the war is over.

We must somehow accomplish this. Sometimes, specially people like us may have to remove our uniforms. We cannot wear uniforms forever. However, if there arises a need to come forward to protect the national security, I will not hesitate to give my might.

If there are steps to be taken for country‘s progress and security, as citizens of the country, it is our duty to contribute to them. Instead of talking of the war victory all the time and jubilating , what is important is to think of the country and see what other measures must be taken. Having this in mind, I hope all of you too will continue showing the same concern you displayed during the time of the war. Keep your vigilance and see whether the country is in the right direction, or should it be changed in the right direction. If there is a time of need for security, provide that and be of service to the country.

The importance of students scholarships must be made special mention. I am encouraged by the support and service rendered by you towards this. My appreciation for it. I thank you for providing me this opportunity.

Editor’s note :

As the Lanka e news had received information that the General’s speech earlier posted by us was not complete, we have published the full speech again.

Sarath Fonseka's Resignation Letter

His Excellency the President
Through the Secretary, Ministry of Defence,
Public Security, Law and Order
Presidential Secretariat
COLOMBO
12 November 2009

Your Excellency

REQUEST TO RETIRE FROM THE REGULAR FORCE OF THE SRI LANKA ARMY
---------------------------------------------------

1. I, General G S C Fonseka RWP RSP VSV USP rcds psc presently serving as the Chief of Defence Staff, was enlisted to the Ceylon Army on 05th Feb 1970 and was commissioned on the 01st June 1971. On the 6th Dec 2005 due to the trust and confident placed on me, Your Excellency was kind enough to promote me to the rank of Lieutenant General and appoint me as the Commander of the Sri Lanka Army in an era when the Country was embroiled with the menace of a bloody terrorism and was in a stalemate state after having toiled for a solution politically or otherwise for over 25 years without a success.

2. During my command of 3 years and 7 months, the Sri Lanka Army managed to eradicate the terrorist movement having apprehended an unbelievable stock of arms and munitions and decisively defeating the LTTE and its murderous leadership. which Your Excellency is obviously aware of. I would not be exaggerating to state that I was instrumental in leading the Army to this historic victory, of course with Your Excellency’s political support, which helped to materialize this heroic action. Though the field commanders, men and all members of the Army worked towards this common goal, it is with my vision, command and leadership that this yeomen task was achieved.

3. I do appreciate the fact that the Country and Your Excellency did recognize my services which led to me being promoted to the first ever serving four star general to command the Army, nevertheless the courses of action which initiated subsequently greatly depressed me which I have enumerated in the Annex hereto.

4. Considering the facts mentioned in the Annex and more, which I am privy to withhold, I am compelled to believe that Your Excellency and the Government has lost your trust and faith bestowed upon me for reasons best known to Your Excellency. Hence as the senior most serving military officer in the Country with 40 years of service, such a situation does not warrant a continuation of my duties any longer, thereby I have the honour to request that I be permitted to terminate my services and retire from the Regular Force of the Army with effect from 01st December 2009.

5. Furthermore I have the honour to request that on retirement Your Excellency would be kind enough to grant me sufficient security which includes trained combat soldiers, a suitable vehicle with sufficient protection (Bullet proof) and escort vehicles for my conveyances due to the fact that I am considered as one of the highest priority targets by the LTTE, which they are yet capable of achieving. Also, I wish to bring to Your Excellency’s kind notice that over 100 men, six escort vehicles and a bullet proof vehicle have been placed at the convenience of the former Commander of the Navy, Admiral WKJ Karannagoda. I presume that such arrangements would be made available to me, considering the threat factor I am facing, which Your Excellency is well aware of.

6. I would also wish to quote an example in the case of the former Indian Chief of Army Staff General A S Vadiya, instrumental in leading the Indian Army in Operation Blue Star against the Sheiks at the Golden Temple, Amristar in 1984, was assassinated whilst on retirement in 1986 purely in revenge of his victories achieved. I do not wish to experience a similar incident as I have already sustained serious injuries after the attempt on my life by a suicide cadre of the LTTE. Thereby, I am compelled to entrust you with my security which is requested for life.

7. Furthermore, I would like to emphasis on a statement made by me during my tenure as the Commander of the Army. In that, I mentioned my dislike to be in command forever and also I would ensure that my successor would not be burden with the task of war fighting, which I abided with. Hence, as I have already overstayed my retirement date by 4 years, I wish to proceed on retirement without further delays.

8. Forwarded for Your Excellency’s kind consideration please.

I have the honour to be
Your Excellency’s
Obedient Servant

FACTORS AFFECTING MY RETIREMENT FROM THE REGULAR FORCE OF THE ARMY

1. Various agencies misleading Your Excellency by stating a possible coup immediately after the victory over the LTTE which obviously led to a change of command in spite of my request to be in command until the Army celebrated its 60th Anniversary. This fear psychosis of a coup is well known among the defence circle.

2. Appointing an officer pending a disciplinary inquiry who performed duties only as a holding formation commander in the final battle as my successor, disregarding my recommendations to appoint Major General G A Chandrasiri as the Commander of the Army who was the then Chief of Staff and an officer with an exemplary service as the Security Forces Commander in Jaffna for over 3 years. This has already led to a deterioration of the high standards I was capable of introducing to the Army, to my bitter disappointment.

3. Appointing me as the Chief of Defence Staff, though a senior appointment to that of a service commander, with basically no authority, except for mere coordinating responsibilities in a manner which mislead the general public of the country and most members of the Armed Forces. In that the Secretary Defence pushing me to vacate the post of the Commander in just two weeks after the victory and Your Excellency insisting me to hand over duties in less than two months depriving me of my morel obligations in revamping the welfare and providing a sound administration to the men who fought a gallant battle.

4. Further, prior to my appointment I was mislead on the authority vested with the CDS. I was made to understand that the appointment carried more command responsibilities and authority than earlier, but subsequent to my appointment a letter by the Strategic Affairs Adviser to the Secretary Defence indicated that my appointment was purely to coordinate the services and not that of overall command. The letter is attached herewith for Your Excellency’s information. Such actions clearly defines Your Excellency’s and the Governments unwillingness to grant me with command responsibilities which leads to believe in a strong mistrust in me, which is most depressing after all what was performed to achieve war victory.

5. During a subsequent Service Commanders Meeting, the Secretary Defence was bold enough to state an unethical and uncalled statement by mentioning that “if operational control of all three services is granted to the CDS it would be very dangerous”, which indeed was a loss of face to me in the presences of subordinate services commanders.

6. Your Excellency, you too made a statement at the very first security council soon after the 18th of May 09 when the battled was declared over, “that no further recruitment would be necessary” and “a strong public opinion is in the making stating that the Country is in possession of a too powerful army.” It was surprising to hear such a comment from Your Excellency in spite of your repeated praise and boast of the war victory. I personally felt that Your Excellency has commenced mistrusting your own loyal Army which attained the unimaginable victory just a week ago. You again repeated the same statement even after I handed over the command. Over these comments I felt disgusted as we even insulted those who made the supreme sacrifice by such comments.

7. The present Army Commander immediately on assuming duties commenced transferring senior officers who immensely contributed to the war effort during my command tenure including those junior officers working with my wife at the Seva Vanitha Army Branch which was clearly to challenge the loyalty of officers and most discouraging to the officer corps of the Army, with a wrong signal being transmitted on my authority.

8. With a pain of mind it was noted that the same Army which gained victory for the Nation was suspected of staging a coupe and thereby alerting the Government of India once again on the 15th of October 2009, unnecessarily placing the Indian Troops on high alert. This action did tarnish the image and reputation gained by the Sri Lanka Army as a competent and professional organization who was capable of defeating a terrorist group after the Malayan Emergency, in the eyes of the World. This suspicion would have been due to the loyalty of the Sri Lanka Army towards me as its past Commander who led the Army to the historic victory.

9. During my absences from the Country (23 Oct 2009 to 5 Nov 2009) being on overseas leave, the Army Headquarters was bold enough to change the security personnel deployed at the AHQ Main Entrance and the Ministry of Defence emphasizing the withdrawal of the Sinha Regiment troops who were attached to me, as you are aware is my parent regiment and supplementing them with other regimental personnel. The Sinha Regiment troops were good enough to provide security to the Ministry of Defence for 4 years and it is surprising to note how the combat efficiency of the said troops supposed to have dropped overnight as per Secretary Defence’s opinion. Further the Sinha Regiment troops numbering a mere 4, non combatants, deployed for vehicle checking duties at the AHQ Main Entrance, were replaced by 14 armed Armoured Corps personnel, whilst a further two platoons were brought in to prevent the 4 non combat Sinha Regiment personnel performing duties, creating a mockery to the general public including to some foreign missions. This clearly indicates a questionable loyalty of troops good enough for duties for over four years purely due to the fact that the troops were from my Regiment. This also indirectly reflects mistrust on me or an indication that the persons concern wish to keep a tab on my movements and visitors to my HQ/residence which is a clear display of suspicion created on me.

10. Further on instructions of the Secretary Defence, troops from the Gajaba Regiment was brought in to the MOD complex which indicated a divide loyalty within the Army and reasons to believe that the Army now being politicized. This is being encouraged by the Army Commander too who thinks that the Armoured Corp troops should over power Sinha Regiment troops.

11. Instigating malicious and detrimental news items and rumors by interested parties including several senior government politicians which led to identify me as a traitor in spite of my personal contribution of the government to change the history of our country.

12. During my absence from the Country, an acting CDS or an officer to overlook duties was not appointed which indicates that the much spoken appointment of the CDS is unimportant to the Government and the National Security Council. If the appointment was of significant important as stated by most, it should have been imperative to appoint somebody to oversee the duties and thereby I am convinced that I have being granted with an unimportant appointment in spite of all the work done.

13. It is with sadness that I note that the ordinary Army which I toiled to transform into a highly professional outfit is now loosing its way. Increased desertions, lack of enthusiasm to enlist (A drop in enlistment rate by 50% is recorded), disciplinary problems on advocating divided commands indicates an unprofessional organization in the offing. During the last two months the members deserted are higher than the recruitment.

14.The plight of the IDPs is also a point of great concern to me. Thousands of valiant soldiers sacrificed their valuable lives to liberate these unfortunate civilians from the brutality and tyranny of the LTTE in order that they could live in an environment of freedom and democracy. Yet, today many of them are continuing to live in appalling conditions due to the lack of proper planning on the part of the government and the IDPs who have friends and relatives elsewhere in the country must be given the choice to live with them until proper demining has been done in their areas.

15.Your Excellency’s government has yet to win the peace in spite of the fact that the Army under my leadership won the war. There is no clear policy to win the hearts and minds of the Tamil people, which will surely ruin the victory, attained paving the way for yet another uprising in the future.

16. The peace dividend the whole country expected at the conclusion of the war has yet to materialize. The economic hardships faced by the people have increased while waste and corruption have reached endemic proportions; media freedom and other democratic rights continue to be curtailed. The many sacrifices the army made to end the war would not have been in vain, if we can usher in a new era of peace and prosperity to our motherland.

'I will dedicate myself for the motherland in whatever circumstances'

'I will dedicate myself for the motherland in whatever circumstances'
A open letter from General Sarath Fonseka to the Soldiers in the Army
In a special communique addressing the war heroes General Sarath Fonseka states that he will dedicate his life in whatever circumstances to restore the democracy that is weakening in the motherland, and to safeguard human rights, media freedom, social justice and communal harmony.

His complete communique is as follows :

The message issued by General Sarath Fonseka,
RWP, RSP,VSV, USP, RCUS, PSC after his retirement from the post of Chief of Defence of the Ministry of State Defence, Public Defence, Law and Peace of the Democratic Socialist Republic of Sri Lanka.

Dear Heroes,

Parents, Wives, Children, Brothers & Sisters, Relatives of the Heroes,

Although I cannot personally address the war heroes and their relatives of Sri Lankan Army, Sri Lana Navy, Sri Lanka Air Force, Sri Lanka Police and Civil Defence Force after my retirement from the post of Chief of Defence of the Ministry of State Defence, Public Defence, Law and Order of the Democratic Socialist Republic of Sri Lanka, I consider it is my duty to address all of them and bequeath my thankfulness to them.

I have contributed to the maximum for nearly 40 years as an officer of the Sri Lankan Army holding all positions and portfolios to safeguard the freedom, territorial integrity and sovereignty of mother Sri Lanka.

I gratefully recollect that it was you, the dear heroes who assisted me to accomplish victory in all operations with my guidance and strategies.

To eliminate the most dreadful terrorism which existed during the last 30 years all the heroes have contributed who were in service over these 30 years. All of them are the title-holders of this victory we have achieved today. It is not a secret that your sweat, blood and tears shed on behalf of the motherland strengthened the mentality, bravery, tactfulness and courage which contributed to eradicate the LTTE with the military movement that originated with the Mavil Aru operation.

Hence, it should be recognized without any doubt, that the real heroes of this victory are the war heroes. I most humbly state that as a result of correct leadership which I consider was my responsibility and duty as the Army Commander to this heroic army which was enriched with courageous mentality and bravery augmenting them with proper training and new war strategies, using modern arms and war equipment, we have liberated our motherland from this dreadful terrorism.

Moreover, all these war heroes participated in this noble activity with the blessings of their parents, wives, children, brothers, sisters and relatives. Because of this reason all these groups are the shareholders of this victory. I honor these relatives with gratitude for providing their loved heroes with necessary courage and sending to the war front depriving even the little luxuriesthey enjoy, to gain the necessary strength to liberate the motherland. If not for the nearly hundred thousand heroes who joined me on the 4th Eelam War I wouldn’t have achieved this victory.

It has accentuated that Sri Lanka is unique with the most professional and discreet Army which has marvelled the whole world because everybody who acted with an inimitable anticipation. This is a great honor achieved by all of us for which we should honor the war heroes and those who encouraged them.

The war heroes contributed without a proper sleep or food, ignoring hot sun or heavy rains, considering that the motherland is supreme than their lives. Likewise those who bestowed their blessings also ignored their inconveniences longing for the security and peace in the motherland.

I repeat that we have defeated the terrorism accomplishing expectations of everybody securing the motherland and the nation because we had acted realizing that it was the duty and responsibility of everybody.

There are many war heroes who sacrificed their lives or were disabled as it is the duty of all of us to secure our motherland with the sacrifice of our lives of our limbs. We have accomplished this victory with the breath of all who sacrificed their lives or have been declared as disappeared and with the blood shed by the injured. I honor those heroes who sacrificed their lives or disappeared on this behalf. I commemorate them with much grief. I offer my heartfelt gratitude to their loved ones. I bear in mind all disabled war heroes with honour. I also remember that the whole nation honour them.

We should immensely appreciate the assistance received to the Army from the Navy, the Air Force and the Civil Defence Force in achieving this victory. In addition the honourable clergy of all religions and all citizens encouraged us in this activity. We respect all of them.

We liberated the innocent people who lived in the liberated areas as we won the war. In addition we freed about ten thousand youth who were in the grip of the terrorists. The army should be very dedicated to secure their future and rehabilitate them. Similarly all the other armed forces should contribute towards this. Only acting in this manner that the Sri Lankans will be able to live in harmony.

You all faced this war as very professional soldiers. Hence we won this war graciously. We have to maintain this dignity within the army in the future. We should not allow anybody to tarnish the honor of the army and we should not allow anybody to politicize the army. Even though others attempt to blemish us we should remember that we are the real heros of the victory of the war.

I regret very much that I was prevented from paying my gratitude to those who dedicated to end the war that existed for more than 30 years in a short period of 2 years and 8 months and also to uplift the benefits of their loved ones as I had to bid farewell to the Commander's post all of a sudden. I was very much frustrated that I had no opportunity to fulfill this obligation during the short period I served as the Chief of Security Forces.

An official function was scheduled to be held on Noember 26th at the farewell of my 40 years service in the Army. The Commanders of the Three Forces and the Inspector General of Police did not get an opportunity to participate in this event. I wish to mention that it was one reason that induced me to issue this communication. It deprived me the opportunity to extend my gratitude on behalf of the contribution made by all forces and the Police.

My security was decreased to 25 in spite of my request to provide a unit of 100 soldiers because of the threats on my life. On repeated requests it is stated that I will be provided 60 soldiers and 3 vehicles. I have been ordered by the highest authority to vacate the official residence as soon as I have retired. Although many obstacles have arisen to find a suitable rented house some are trying to drag me on to the road. It is a well known fact that a house to be built on your behalf of is none other than giving birth to a mouse after suffering much pain akin to a mountain. I am aware that you are also regretting without a house. This is the reward we have received at the end of much sacrifices for the motherland.

Whatsoever I am aware that you, who demonstrated a distinguished service during the humanatarian operations liberating the innocent people and securing their lives and property as the best disciplined Army which respect without communal differences, will dedicate with your maximum strength for the welfare of the Tamil people. I am confident that you have the necessary strength and courage to accomplish this duty.No matter whatsoever obstacles will be encountered, I assure that I will dedicate myself to secure the weakening democracy, human rights, media freedom, social justice and secure communal harmony and also will be with you as a shadow for the wellbeing of the future.

I thank you all honourably for contributing together in liberating Sri Lanka from the dreadful situation that our motherland and the nation was suffering and transforming it to a worthy land to live peacefully. I earnestly request you to determine to dedicate your worthy service for the motherland.

I wish you all a bright future.
May the peace in motherland be there forever
